The European Commission has finalized designations that will bring ChatGPT, Reddit, and Roblox under the European Union's most rigorous digital platform regulations. The moves are part of the ongoing implementation of the Digital Services Act (DSA), a landmark regulatory framework governing major online services within the EU.
ChatGPT, developed by OpenAI, has been specifically classified as a Very Large Online Search Engine (VLOSE), while Reddit and Roblox fall under the broader Very Large Online Platform (VLOP) category. These designations trigger a comprehensive set of compliance obligations that address content moderation, algorithmic transparency, and user protection measures.
Under the DSA framework, designated platforms face strict prohibitions on targeted advertising practices. The regulations explicitly forbid platforms from directing ads to users based on sensitive personal characteristics, including sexual orientation, religion, ethnicity, or political beliefs. Additionally, minors are protected from targeted advertising entirely.
For ChatGPT specifically, the VLOSE classification means OpenAI must implement measures to mitigate risks related to the service's impact on minors, potential effects on user mental health, and the dissemination of illegal content. This represents a significant expansion of regulatory accountability for AI-powered consumer services.
The DSA applies a tiered approach to platform regulation, with the most stringent requirements reserved for the largest and most impactful online services. Companies designated as VLOPs or VLOSEs face regular audits, enhanced transparency reporting obligations, and potential penalties for non-compliance.
